La fusión se realizará en desarrollo de un acuerdo aprobado por los órganos máximos del Instituto de Fomento Industrial, IFI, la Financiera Energética Nacional, FEN, el Fondo Financiero de Proyectos de Desarrollo, Fonade y de la Financiera de Desarrollo Territorial, Findeter, que contendrá los requisitos previstos por el Estatuto Orgánico del Sistema Financiero y deberá ser sometido a la aprobación de la Superintendencia Bancaria.
