Quórum. Los Consejos de Rehabilitación podrán abrir sus reuniones y deliberar con cualquier número plural de sus miembros. Las decisiones se tomarán prioritariamente por consenso, apelando a la decisión de voto, de acuerdo al reglamento interno del Consejo, cuando ello no sea posible.
