ARTICULO 16 . Cambio de escalafón. Los oficiales, suboficiales y personal del nivel ejecutivo del Escalafón regular, que de conformidad con lo establecido en este decreto, sean inscritos en el Escalafón complementario, no podrán volver a pertenecer a aquél ni ascender al grado inmediatamente superior. Su actividad profesional está encauzada a servir, exclusivamente, en dependencias administrativas.
