Art 4. El ofrecimiento de ganado deberá hacerse á la Secretaría del Tesoro veinticuatro horas después de publicado este decreto en el Diario Oficial, y de ahí en adelante podrá el Gobierno, si las necesidades lo exigen, expropiar ganado para el servicio de sus carnicerías, como está dispuesto en el artículo 2º.
