Artículo primero. Creánse dos plazas de Magistrados en la Sala Penal del Tribunal Superior del Distrito Judicial de Bucaramanga, así como dos cargos para los correspondientes Auxiliares de Magistrados, todos los cuales tendrán la asignación mensual de los funcionarios de igual categoría. Cada uno de tales Magistrados deberá recibir, por sorteo, la quinta parte de los procesos pendientes, de cada uno de los tres Magistrados que actualmente integran la Sala Penal de dicho Tribunal.
