° Prohíbese expresamente a la administración, comisarial la apertura de Cartas de Crédito, cuya finalidad sea efectuar pagos por anticipado o de cuyo texto se deduzca que el beneficiario puede utilizarla sin que haya suministrado el bien de acuerdo con el contrato o solicitud de suministro, en relación con los cuales sé abrió la Carta de Crédito.
