Revístese de facultades extraordinarias al Presidente de la República (artículo 76, ordinal 12 de la Constitución Nacional), para que antes del 30 de junio de 1990, dicte las siguientes disposiciones:

Expedir las normas que deben regir la composición de la dirección, estructura y administración de la Corporación Financiera de Fomento Pesquero, en cuanto a sus funciones, facultades, atribuciones, recursos de capital, clases de accionistas y operaciones presupuestales.
