° El Gobierno podrá contratar la administración y explotación de empresas ferroviarias departamentales o particulares, y ejercerla por medición del Consejo Administrativo de los Ferrocarriles Nacionales. Los contratos que celebre el Gobierno en desarrollo de esta autorización, sólo requieran para su validez la aprobación del Presidente de la República, previo dictamen favorable del Consejo de Ministros.
