El presente decreto rige a partir de la fecha de su publicación y deroga los Decretos números 1005 del 31 de mayo de 1993, 1985 del 4 de octubre de 1993, 2599 del 23 de diciembre de 1993, 2631 del 29 de noviembre de 1994, 2255 del 22 de diciembre de 1995, 1852 del 23 de julio de 1997, 784 del 28 de abril de 1998, 1271 del 8 de julio de 1998, 152 del 21 de enero de 1999, 316 del 17 de febrero de 1999 y demás disposiciones que le sean contrarias.
