Todos los Departamentos quedan en la obligación de propender a la fundación, en sus respectivas capitales y en las ciudades principales de ellos, de salas- cunas, gotas de leche u otras instituciones similares para proteger a la infancia, empleando al efecto sus propios recursos y las subvenciones que se han establecido y que se establezcan en lo sucesivo del Tesoro Nacional.
