° Las funciones y atribuciones que se asignan al Departamento de Instituciones de Utilidad Común en los artículos 14 a 21, inclusive, del Decreto número 685 de 1934, serán desempeñadas, en lo sucesivo, por el Departamento Nacional de Higiene, el Ministerio de Educación Nacional y el Departamento de Trabajo en lo tocante a las Instituciones de Utilidad Común sometidas a su inspección y vigilancia.
