Vigencia. El presente decreto rige a partir de la fecha de su publicación y deroga las disposiciones que le sean contrarias, en especial los artículos 18 excepto los parágrafos 1° y 2°, 19 excepto el parágrafo 20, excepto el parágrafo y 21 excepto el parágrafo 1° de la Ley 99 de 1993, el Decreto 1276 de 1994, el Decreto 1603 de 1994 y el Decreto 479 de 1998.
