Artículo séptimo. El presente Decreto rige a partir de la fecha de su expedición, deroga todas las disposiciones que le sean contrarias y surte efectos fiscales desde el primero (1°) de abril de mil novecientos setenta y dos (1972), para los empleados que estando al servicios del Ministerio de Minas y Petróleos en esta fecha, fueren designados para ocupar cargos de la nueva Planta. Comuníquese y publíquese.
