El Banco de la República con cargo a la Cuenta Especial de Cambios podrá adelantar al Gobierno las sumas complementarias que se hagan indispensables para atender al servicio de la deuda externa a cuyo pago estaba vinculado el impuesto a las exportaciones y al déficit que la supresión de esta renta le cause en 1961 y 1962.

Además, el Banco de la República adelantará al Gobierno las sumas indispensables para atender al cumplimiento de la Ley 44 de 1959 , con cargo a la misma cuenta.
