El Tesorero de la Junta prestará fianza ante el Presidente de ella por la cuantía que fije el Contralor General de la República y con aprobación de este alto funcionario, ante quien se deberán rendir mensualmente las cuentas respectivas. Tanto los miembros de la Junta, como los ordenadores, como el Tesorero de ella serán civilmente responsables de los dineros asignados por esta ley para el acueducto de Cartagena si les dieren una inversión distinta de la señalada.
