Art 1.° En lo sucesivo será permitido hacer el comercio costanero entre el puerto de Ríohacha y la península de la Goajira, con el objeto de que los respectivos buques, que han de ser colombianos, conduzcan mercaderías extranjeras y nacionales, y, de retorno a aquella Aduana, producciones del país.

El Gobierno dictará los reglamentos complementarios para evitar que, por medio de este tráfico, se cometan fraudes.
