Cuando la situación del Tesoro lo permita el Gobierno procederá a hacer levantar los trazados correspondientes y emprenderá la construcción de la obra de que trata el artículo anterior, por el sistema de administración o por contratos de construcción celebrados en licitación pública. En ingún caso podrán hacerse, para la construcción de la obra, concesiones de privilegio.
