Es un aspecto de la seguridad nacional que se define como la garantía que ofrece el Estado a sus asociados, para lograr y mantener los objetivos nacionales a partir de acciones políticas, económicas, sociales y militares, que permitan identificar, prevenir, neutralizar y superar los factores internos de desestabilización, así como aprovechar aquellas oportunidades que sean convenientes para alcanzar el bienestar de la sociedad.
