Artículo único. Siempre que se trate de solicitar del Congreso la apertura de créditos adicionales legislativos, o la expedición de leyes que impliquen gastos, el Ministro respectivo presentará al Consejo de Ministros una exposición razonada sobre la necesidad del crédito adicional o de la nueva erogación, y una vez discutido y aprobado el respectivo proyecto por el Consejo, será presentado a las Cámaras por el Ministerio de Hacienda y Crédito Público, sin perjuicio de que el Ministro interesado tome parte en la discusión parlamentaria de dicho proyecto. Comuníquese y publíquese.
