Art. 1.° Los oficiales mayores de las secretarias de estado desempeñarán las, funciones del secretario respectivo en los casos de falta del propietario, por licencia, enfermedad u otra causa, para lo cual quedan nombrados desde esta fecha secretarios de estado con el carácter de sustitutos; sin perjuicio de que el poder ejecutivo nombre otro individuo en calidad de secretario interino, si lo tiene por conveniente.
