Cuando haya necesidad de hacer un gasto imprescindible a juicio del Gobierno Distrital, estando en receso el Concejo, y no habiendo partida votada o siendo ésta insuficiente, podrá abrirse un crédito suplemental o extraordinario. Estos créditos se aprobarán por la Junta Asesora y de Contratos, incluyendo para ello expediente y previo concepto favorable del Secretario de Hacienda.
