Para el cumplimiento de las funciones a cargo del Ministerio del Interior, señaladas en el artículo precedente créase el Sistema Integral de Impulso al Desarrollo Institucional conformado, en el nivel nacional, por el Comité Nacional de Impulso al Desarrollo Institucional, en el cual tendrán asiento las entidades nacionales que ejecutan acciones de fortalecimiento institucional, bajo la coordinación del Ministerio del Interior, y, en el nivel departamental, por las entidades autónomas de colaboración del Sistema Administrativo del Interior que cumplan funciones afines.
