El Gobierno, Intendente o Comisario adelantará la investigación por las conductas y contravenciones a que se refiere el Decreto número 2144 de 1978, pero podrá comisionar para la misma al Secretario de Gobierno o a los abogados de la Oficina Jurídica o de la División Legal de la respectiva Gobernación, Intendencia o Comisaría para que actúen como funcionarios de instrucción.
