Las ordenanzas rigen en todo el territorio del Departamento treinta días después de su publicación en el periódico oficial. Sin embargo, las Asambleas pueden reglamentar este punto como á bien lo tengan; pero en todo caso ninguna ordenanza podrá ser obligatoria en una localidad antes del día en que pueda haber sido conocida por sus habitantes.
