Artículo cuarto . La autoridad que dispusiere el pago de remuneraciones contraviniendo la prescripciones del presente Decreto, será responsable de los valores indebidamente pagados y se hará acreedora a las sanciones fiscales, administrativas, penales y civiles previstas en la ley. La Contraloría General de la República velará por el cumplimiento de esta disposición.
