Art. 4.° La dirección y Superintendencia de las obras públicas de la Nación relacionadas con la ingeniería, como ferrocarriles, puentes, caminos, minas, acueductos, inspecciones fluviales, canalización de ríos, asi como toda función técnica que se relacione con ellas, se encomendará á Ingenieros que tengan el correspondiente título de idoneidad, ó una práctica ilustrada de diez años por lo menos, debiendo dar en igualdad de circunstancias la preferencia á los Ingenieros colombianos.
