º. Una vez determinados los pasivos y efectuada la liquidación proforma de que trata el artículo 2º. de la ley que se reglamenta, el Gobierno nacional procederá a celebrar con las entidades territoriales y el Distrito Especial contratos en donde se estipulen las condiciones y términos que permitan a la Nación atender el pago de las prestaciones sociales correspondientes a esas liquidaciones, contratos que deberán sujetarse al término y cuotas partes contempladas en el referido artículo 2º..
