El total de la deuda pública interna y externa, directa e indirecta, consolidada y flotante de la Nación, no excederá en ningún caso de una cantidad cuyo servicio anual pase del treinta por ciento del promedio anual de las entradas ordinarias que haya recaudado la Nación durante los seis años fiscales precedentes.
