Las Cámaras Legislativas se reunirán ordinariamente por derecho propio, el 1º de febrero y el 20 de julio de cada año, en la capital de la República.

La primera reunión ordinaria durará noventa días y la segunda ciento veinte días. Podrá también reunirse el Congreso, por convocación del Gobierno, durante el tiempo que éste señale, y en ese caso no podrá ocuparse sino en los negocios que el Gobierno someta a su consideración.

Si por cualquiera causa no pudiere reunirse el Congreso en las fechas indicadas, se reunirá tan pronto como fuere posible, dentro del año.
