Todo sordo y/o sordociego hablante tendrá el derecho de acceder a la Lengua de Señas Colombiana como su segunda lengua, si así lo desea. En dicho caso el Estado lo apoyará por medio de programas para tal propósito, sin perjuicio alguno del derecho que tiene todo sordo hablante de preservar el castellano oral como primera lengua.
