Autorízase al Gobierno para trasladar en el Presupuesto de gastos de ésta y de la próxima vigencia, partidas dentro de un mismo Departamento, y para reunir las funciones de dos o más empleados administrativos de su libre nombramiento, en uno solo, con el fin de hacer economías. La primera de estas facultades no comprende las partidas referentes a vías de comunicación.

Parágrafo

Lo dispuesto en la última parte del inciso anterior de este artículo, se entenderá sin perjuicio de lo que establece el artículo 4º de la Ley 70 de 1916.
