Desdoblamientos arancelarios . Para los casos de desdoblamientos y modificación a la estructura del arancel nacional y andino, se debe demostrar

Necesidad de actualizar la nomenclatura, sus reglas de interpretación, notas legales, notas explicativas o informativas;

Necesidad de reestructurar los desdoblamientos o creación de nuevas subpartidas;

Necesidad de modificar la nomenclatura común de designación y codificación de mercancías de los Países Miembros de la Comunidad Andina.
