La Unidad Nacional para la Gestión del Riesgo de Desastres, además de las funciones establecidas en el Decreto-ley 4147 de 2011, que se incorporan al presente artículo, las siguientes:

1.

Articular los niveles nacional y territorial del sistema nacional.

2.

Articular los intervinientes privados, las organizaciones sociales y las organizaciones no gubernamentales en el sistema nacional.

3.

Elaborar y hacer cumplir la normatividad interna del sistema nacional, entiéndase: decretos, resoluciones, circulares, conceptos y otras normas.
