En términos de riesgos profesionales y protección al cesante, se aumentará la afiliación al sistema de riesgos profesionales y al número de empresas afiliadas a dicho sistema, al tiempo que se buscará aumentar la cobertura, en afiliación a pensiones. El Ministerio de la Protección Social podrá reglamentar la afiliación de grupos especiales como las Madres Comunitarias del Programa de Hogares Comunitarios del ICBF.
