En la organización que acuerden los Concejos Municipales, al hacer uso de la atribución que se les ha conferido de organizar el impuesto de valorización, deberán darle intervención a los propietarios beneficiados en todo caso, en la formación del presupuesto de la obra, en la distribución del impuesto y facilitarles la vigilancia de la inversión de los fondos.
