Con los aportes del Departamento del Magdalena y de los Municipios nombrados en esta Ley, podrá la Nación tomar por su cuenta la construcción de las plantas hidroeléctricas, o delegar en el Departamento del Magdalena mediante contrato, para cuyo evento el Gobierno Nacional queda autorizado para adicionar el Presupuesto en la suma necesaria hasta cubrir el costo total de las obras.
