Además de lo dispuesto en el artículo 121 de este Código, los partidos, sus fracciones y los movimientos políticos podrán acreditar testigos ante los correspondientes funcionarios electorales para que vigilen la entrega de los documentos respectivos y para que actúen en los escrutinios generales en cada circunscripción electoral o en los que practica el Consejo.
