Dirección y organización del programa de financiación. El Convenio será dirigido y coordinado por el Ministerio de Salud y Protección Social y el Icetex. Para efectos del desarrollo del Convenio se tendrá como base el costo mínimo de cada crédito y el número de cupos establecidos de que trata el presente título. El Ministerio de Salud y Protección Social, en concurso con el Icetex se encargarán de constatar, refrendar y aprobar los créditos que cumplan los requisitos aquí establecidos. Para tales efectos las dos entidades conformarán un comité constituido por dos representantes del Ministerio y dos del Icetex. (Artículo 3° del Decreto 1038 de 1995)
