Articulo 1° . Naturaleza y domicilio . La Universidad Nacional Abierta y a Distancia, UNAD, es un establecimiento público de carácter nacional con personería jurídica, autonomía académica, administrativa y financiera, patrimonio independiente, adscrita al Ministerio de Educación Nacional, en los términos previstos en las Leyes 52 de 1981 y 396 de 1997. La Universidad tendrá domicilio en la ciudad de Bogotá, D. C., y podrá constituir en todo el territorio nacional Centros de Educación Abierta y a Distancia, CEAD.
