Los instrumentos de protección consagrados en la presente ley serán aplicables a los secuestrados que al momento de entrada en vigencia de la misma se encuentren aún en cautiverio, así como a quienes sean secuestrados a partir de esa fecha. También podrán acceder a los instrumentos de protección aplicables con posterioridad al secuestro aquellas personas que han recobrado la libertad y se encuentren dentro de los términos establecidos por la presente ley para cada uno de dichos instrumentos.
