La Comisión es el órgano máximo del Acuerdo y está constituía por un representante plenipotenciario de cada de uno de los Gobiernos de los Países Miembros. Cada Gobierno acreditará un representante titular y un alterno. La Comisión expresará su voluntad mediante decisiones.
