º. La salud es un bien de interés público. En consecuencia son de orden público las disposiciones contenidas en el presente Decreto, que regulan todas las actividades relacionadas con los Laboratorios Clínicos y Laboratorios de Salud Pública, tanto oficiales como privados y las condiciones téncico-sanitarias que deben cumplir éstos, para su funcionamiento, acreditación y licenciamiento.
