Art. 3.° Es prohibido á los civilizados celebrar transacciones comerciales de ningún género en el Territorio goagiro. Los que infrinjan esta disposición incurrirán en una multa de cinco á cien pesos ó un arresto de cinco á cien dias, que impondrá el Prefecto de la Provincia, á su juicio y según el caso.
