Artículo tercero. El Ministerio de Educación Nacional, el Instituto Colombiano de Construcciones Escolares (ICCE), el Ministerio de Obras Públicas o las entidades que el Gobierno Nacional determine, realizarán los estudios de factibilidad y aquellos que fueren indispensables, para que las obras previstas en el artículo anterior sean incluídas en los próximos planes y programas de desarrollo económico y social.
