º En los casos especiales previstos en el Decreto 222 de 1983 y en sus reglamentos, no se podrá adjudicar o celebrar contratos con personas naturales o jurídicas que no se hallaren debidamente inscritas, calificadas y clasificadas en el registro correspondiente. La inscripción deberá hacerse con anterioridad a la adjudicación de la Licitación o Concurso o a la celebración del contrato, según el caso, y con arreglo al procedimiento establecido en el artículo 44 del Decreto 222 de 1983 y en sus reglamentos.
