Artículo Segundo. Es entendido que dicha explotación deberá hacerse, sin perjuicio de tercero, en la forma y mediante los contratos y licencias prescritas por los artículos 8° y 17 de la Ley 119 de 1919; 51 y 53 de la Ley 74 de 1926; 3° y 4° de la Ley 93 de 1931 y demás disposiciones vigentes o que se dictaren en lo futuro. Este Decreto regirá desde su expedición. Comuníquese y publíquese.
