Se hace extensivo a los Departamentos de Caldas y Cauca lo dispuesto en el Artículo 14 de la Ley 104 de 1919 .
En consecuencia dicha Ley tampoco tendrá aplicación sino para los cuatro años de su vigencia, en los Departamentos citados.
