Para dar cumplimiento a la presente Ley, autorízase al Gobierno Nacional para que inmediatamente después de sancionada, y con el fin de que su efectividad sea oportuna, abra los créditos necesarios o haga los traslados indispensables en el Presupuesto de Gastos de la cursante vigencia fiscal.
