El Estado es el titular de la potestad disciplinaria. Sin perjuicio del poder disciplinario preferente de la Procuraduría General de la Nación, corresponde a los funcionarios de la Policía Nacional con atribución disciplinaria, conocer de las conductas disciplinables de los destinatarios de esta ley.
