Artículo segundo. Autorizase al ministerio de Hacienda y Crédito Público para emitir a favor del Departamento del Valle del Cauca, o as su orden, veinticuatro (24) pagares de deuda interna, por valor de ciento noventa y seis mil seiscientos tres pesos con diez y ocho ($ 196.603.18), los primeros veintitrés (23), y ciento noventa y seis mil seiscientos tres pesos con veinticuatro centavos ($196.603.24) el ultimo, o sea por un total igual a la suma reconocida en el artículo primero del presente Decreto.
